Turkic Council League is a osu!standard, #1-100k rank range, 2v2, 4 players per team, draft, Turkic tournament for players within the Turkic States basin.
Eligible flags are based from here:
Azerbaijan, Cyprus, Hungary, Kazakhstan, Kyrgyzstan, Turkey, Turkmenistan, Uzbekistan
Only the flag shown on your osu! profile will be count, regardless of whether you live in a different country or not.

Match Procedure
In this tournament, NM and DT picks, as well as HD and HR picks are played by separate teammates. According to this rule, if two players of a team enter the lobby to play a NM pick, the other two players of the team are forced into the next DT pick and also excluded from any NM pick. The rosters are locked for each mod. The same applies for HD and HR mods. For freemod, one of the two previously designated HD and HR players have to enter. Meaning, one player that plays the HD maps and one player that plays the HR maps. (Players pick the same mods assigned to them.)
Additionally, the rosters will be set in the lobby ordered by roll winner before bans, to give players the possibility to strategize based on both teams' locked mod rosters. The team that wins the roll makes their decision between first or second pick. The team that picks first have to pick their players, and the remaining two players have to play the mod that wasn't picked. (So for example, if Team 1 chooses their NM or DT roster, Team 2 chooses the same and then has to choose their HD or HR roster.)
This format has been designed in order to ensure that everything is fair, goes smoothly and is enjoyable for everyone and will be used in every match.

Qualifiers Procedure
Qualifiers are mandatory to play. They will be played to sort out the AFK sign ups and to give captains insight to the players' skillsets. Players who do not play qualifiers are not allowed to be drafted. They have no other effect on seeding or draft eligibility.
Each player will only get one playthrough of the mappool.
If a player disconnects during a map they are allowed to replay the map at the end of the lobby.

Draft Procedure
16 captains shall be picked by administration after the end of qualifiers. Each captain shall be randomly assigned a number from 1 - 16.
Each captain shall be given 90 seconds to pick a single player during the draft phase, taking turns in numerical order.
The draft phase will follow a serpentine format:
- Round 1: 1, 2, 3, . . . , 14, 15, 16
- Round 2: 16, 15, 14, . . . , 3, 2, 1
- Round 3: 1, 2, 3, . . . , 14, 15, 16

All players must be in the Discord to participate. All players are obliged to set their in game usernames in Discord server.
All Matches will be played using Team VS, ScoreV2 and NF.
Staff are not allowed to play, except for GFX Designers, Streamers and Commentators.
Bracket format - Double Elimination. The bracket stage of the tournament starts from Round of 16.
Referee creates the lobby and invites the players 5-10 minutes before the match starts.
There are no warmups.
Each team must roll at the beginning of the match. The winner of the roll chooses the pick order or the ban order. The loser of the roll then chooses the remaining order.
A team forfeits the match if they do not have four players ready to play 10 minutes in.
Double bans are prohibited, this includes nomod as well. Double picks are allowed.
During the stages where there are 2 bans, the ban order will be ABBA. Picks alternate between teams.
120 second timers will be used for bans, picks, and preparing rosters before maps.
All maps will be played with ScoreV2 and NoFail.
Teams may ask for a map to be aborted within the first 30 seconds if they experience technical issues. The referee will apply common sense to handle disconnections beyond this point.
Each team can call a 1 minute timeout preceding one of their own picks.
Tiebreakers can be played with HD, HR or HDHR but players do not need to take any mods.
