Verbalase leaked video with Charlie from the hazbin hotel...
Is it within the rules to post it as an osu beatmap or can't I use the video?
The question is very strange but I was curious to know.

Yeah, the video has high sexual innuendo, postering, and other aspects of it that doesn't seem like a good fit for the osu! community. The audio though is quite catchy and Im sure lots of people wouldn't mind a map of it!
