I've been using my old tablet for around a year now (cheap huion tablet) with no cover. because of this, the texture has become smooth. I have just gotten a new tablet (ctl-472) and I don't really like the texture since I got used to the used smooth texture of my old tablet. Should I buy a tablet cover or just use my new one till it eventualy becomes smooth???

you can try covering your tablet with a mousepad and trying out if the friction works for you (it has plenty of friction) but it wont just eat your pen nibs like the ctl surface would
otherwise tablet cover would be a great (but pretty expensive) option
also if your grip is too vertical its almost imposible to play w/ a mousepad on tablet

I don't know what a tablet cover is, and don't like the idea of buying something to put in-between the pen and surface. If something else was intended to be in-between those, it'd be included in the box or part of the tablet. New hardware, new feel; may as well go for the ride of breaking it in and getting used to it.

I've gone from a Huion H420 to a Wacom CTL-470, and used the Wacom as-is.

are you saying a tablet cover has similar friction to a mouse pad? I thought it would be less.

mousepad is more grippy but its a decent option for someone who doesnt want to pay ~20$ for a tablet cover also my pen nibs have infinite lifetime

I mean I would recommend, it does make it smooth for me, also don't do a mouse pad, while friction is in everything the friction from having the mouse pad on there is very noticeable. If you want to get them from a supplier of them, Foxbox is a good one. Bought from them a few times over the years, though any tablet cover provider works so don't be afraid to look around.
