I would suggest this guide community/forums/topics/1248084 as the one that Blushing posted is old. Still it's weird that bash showed that error, i don't have a gnu/linux enviroment to test but maybe using wget "https://m1.ppy.sh/r/osu!install.exe" might work? It seems like the ! breaks the command somehow.
