They're both Cherry switches, so there's no difference in terms of responsiveness. What's different about them is how they feel. Blues have a click that you can hear and feel when it actuates, while Reds are super light and feel smooth. There's also Browns, which are somewhere in between (has a bump you can feel, but they're lighter and not as loud as Blues).
If you're looking for a quieter mechanical keyboard, I'd suggest looking into getting rubber O-rings for your keys. It'll slightly change how the keys feel, but they'll reduce the clack of pressing the keys to the bottom.

They're mechanical keys, there's no way you'd ever miss from not pressing hard enough (unless you're pressing the keys so lightly that they don't even move). They actuate halfway down, meaning that it'll actuate consistently at that point no matter how hard you press.
As for what to recommend: It's really up to you to decide what you'd think you'd prefer. I personally like Browns, but I'm in the minority. You'll definitely get a lot of people recommending Reds.

Just to break down the different kinds of switches (as if I haven't done this a thousand times before):
Blues have what I'd consider as an average amount of pressure to press. They're okayish for osu!, as the bump moves when pressing the key, making it slightly more difficult to stream consistently. There are very good players that make use of them though (rrtyui, for example), so it's not necessarily bad.
Reds are so light that I wouldn't want to use one for typing (I've heard someone describe Reds as "so light, it feels as if you're typing on air"). But a lot of people like to recommend them for osu!, since their lightness allows you to save a lot of stamina when playing.
There's a few people who like Blacks too, but they're the stiffest switch out of the popular four. They're great for speed due to how much they push back on your fingers, but they'll give your hand a workout. I wouldn't recommend them if your hands are weak.
As I said earlier, I prefer Browns. They're right in between Blues and Reds (they're just about as light as reds, but the slight bump prevents that "typing on air" feel while providing slightly better sense of accuracy).
