Are discord servers effective for learning/improving on osu! mapping compared to other methods?

they aren't methods, they're resources

the point of being in a mapping discord is to find people to talk about mapping with and to get feedback from, so the usefulness of any given server is entirely dependent on the people in it: how much they know, how well they can communicate their knowledge, how well their goals and preferences align with yours, etc

as for usefulness in general, given the current state of this game and the internet in general, discord servers are probably the best way to meet mappers for anyone that isn't chinese (unless you have specific people you want to get to know, in which case you can also just dm them)
