1. I think you can ask a GMT/NAT/Admin to do this for you if you cant do it yourself.
2. If you can do it yourself there should be a little pin button on the comment just like there is for when its your own comment

hmm can't seem to find it
I guess then you have to ask a GMT/Admin/NAT to do it
