I can't get past the first part even, but if the timing is off, perhaps that could be a start to helping me pass it.
It won't help. Even with "broken timing" getting 99%+ is not hard, if timing was really off it would actually be challenging to get high accuracy.

If it really is off by 46, could you give some examples of maps (mappers) that are timed (time their maps) right? Preferably ranked beatmaps that are well-known.
