Hm. Have you tried restarting your computer any?

Try repairing your net framework with this https://www.microsoft.com/en-us/download/details.aspx?id=30135

If that doesn't work, read this https://quickbooks.intuit.com/learn-support/en-us/open-programs/manually-fix-microsoft-net-framework-errors/00/203709

yes, "i tried reinstall it, turn off firewall, **restarting the pc**, I tried doing nothing thinking I was loading something and still crashed doing nothing, just waiting"

i tried doing (Try repairing your net framework with this https://www.microsoft.com/en-us/download/details.aspx?id=30135)
dindt work so i tried (If that doesn't work, read this https://quickbooks.intuit.com/learn-support/en-us/open-programs/manually-fix-microsoft-net-framework-errors/00/203709) also didnt work and tried the first option again.

do you think a fresh new windows install would solve it?, or you have anything else to try?

thanks for helping me

You can always attempt a SFC Check to see if there is something going on and if that helps.

Another thing to try is to see if you can force a windows update, either by rolling back then updating or if there is an update pending to update to it

windows update:
Windows x64 Malicious Software Removal Tool v5.114 (KB890830)
2023-06 Security Update for .NET 6.0.18 for x64 Client (KB5027797)
June 2023 Cumulative Update for the .NET Framework 3.5, 4.8, and 4.8.1 for Windows 10 Version 22H2 for x64
2023-05 Cumulative Update for Windows 10 Version 22H2 for x64-based Systems (KB5026435)
