[added] [Proposal - osu!taiko] Disallow blank space between the bg and playfield

Hi, this is a simple proposal regarding this part of the Taiko RC.

Specifically, the part that says

Avoid covering essential parts of the background with the taiko playfield. If this happens, consider altering the last zero in the .osu via notepad in the 0,0,"name_of_background.file_extension",0,0 line under the [Events] header. Positive values will lower the background while negative values will move it up.

If the bg is adjusted too far, then there is blank space between the bg and the playfield. I would recommend adding another rule to mention this. Specifically:

Do not leave any blank space between the playfield and the background. This is created by adjusting the background too far in one direction.

this implementation doesn't make sense because this kind of thing is heavily dependent on the bg's aspect ratio, meaning in many cases you can safely surpass ±120 without causing any black bars, sometimes it's necessary even.

should probably specify that having empty space between the bg and the playfield is disallowed (which we already dq for anyways when noticed so)
