Connection Issue/can't launch the game

Problem details: I haven't played for a while, and wanted to play again, and then suddenly the connection problem appeared for me. I tried to create another folder, and delete all configuration files from my PC(I made backups), and downloaded the launcher to another folder, to make sure this problem is not caused by damaged files. And then, all I get is Connection failure. https://imgur.com/a/NIaEBR7

Errors that I found while trying to find out what's the reason:

"Missing DLL file 'd3dx9_31.dll', forcing repair"
I have DirectX 8-11 installed, all of them. Others apps working perfectly.
I have checked the file in the system folder and I have it https://imgur.com/a/Gfeu2dl, so it's not the PC issue.
I guess it caused by a launcher failure.
Maybe you can give me some advices on how to solve this problem?

Have you recently done any updates or had any changes on your computer before this started happening?

Reinstalled the same version of Windows I had (also reinstalled all the drivers I had). But the game was untouched.

Still getting the same error, tried to reinstall network drivers and Microsoft NET. Framework, didn't help

have you ran an SFC scan? (System File Checker scan), or a DISM check/repair? If not I highly implore you to do so.

SFC check/repair

Use this if the SFC comes back clean (This is the DISM url).

Everything is alright, nothing detected, same goes with DISM check.

Updated my OS to Windows 10, downloaded all the drivers that OSU requires, but I am still stuck at the same problem...
