Technically all maps have unique offset in order for the timing to line up with the song perfectly. In some cases there may be multiple timing points with multiple BPM and offset to match the timing.
Offset adjustment only matters if you suspect your timing may be off. If you think the timing is fine then it's fine.

If you're unsure about your timing you can always ask for someone to check it. If it's just Offset you normally get a response in-game in the #mapping channel.
Alternatively, you can also ask here in the forum (like you just did here) and you'd usually also get a response.
If you do need help to time a song completely there are also threads like this one (for varying BPM) and this one in general, although I'm not sure how much attention the later one actually gets
