For skins, no. Not at all.
But there's a tool dedicated to remove background beatmaps: Remove Beatmap Backgrounds Tool
Not sure what do you mean by "so you can see your desktop"

I think by "see your desktop" they mean like transparency through the osu! window to show your desktop behind, but that's not really possible through skins either
