Why do we need Shaders to play Osu!

I mean seriously, i can play tons of other 3d games, and from what i've seen, this game isn't all too intensive on the graphics... Why can't there be a low quality mode or something.

It's one of XNA's quirks, IIRC. Everything developed with it will require a graphics card with pixel shader 1.1 support.
