and although i'm like a 4 star at best i use mouse and for some reason i feel like my mouse jumps or i just can't move fast enough. and that's all because of my skill. I just feel like i can't really get any better where i'm at currently; at least with mouse. Has anybody felt this way, and if so how do i get out of this feeling? Thanks

try turning on raw input in your mouse settings

You literally have 8 hours of playtime, just play more and you'll probably find that you've improved without even knowing. Improvement is generally very difficult to notice during short periods of time because it's so slow.
If it's still annoying you, instead of focussing on improving find different things to do, like playing in multiplayer lobbies, or playing beatmaps of songs from artists you like, or getting medals, or fcing random easy beatmaps, or passing random high star beatmaps or whatever.

To be frank, don't equate what you can pass with your skill level, especially since you've only played for 8 in-game hours and are 1.7M. You aren't hitting a skill cap, you're really just mashing your head against a wall that you have literally none of the tools required to scale it. If you want to play as a pass player, that's fine, and if you want to try your hand at passing stuff at least 3* above where your skill level is, that's also fine, but let's not call it a "skill cap", please. Play stuff at the mid-1* range for now, and with effort and practice you'll be able to play 4* maps like they're nothing.
If you are having mouse issues regardless, though, AWW's advice is solid. Alternatively, try messing with the mouse sensitivity and see what works for you there.

Looks like you're just passing maps too. If you wanna, you can start increasing your average acc rate by getting higher acc on maps so you'll be able to build a foundation of your skills and be consistent.
