osu! Quarterly Cup 4 mappools will only be composed of maps that got ranked/loved during the previous three months (October 2022, November 2022, December 2022).

Registrations
- Registrations begin on February 12, 2023 at 15 UTC and end on February 26, 2023 at 15 UTC.
- Tournament helpers (GFX Artists, Streamers, and Commentators) are the only staff members that are allowed to also participate in the tournament as a player.
- As part of the updated badging criteria, eliminated players are now allowed to join the staff team as any of the above roles as well as become referees and/or playtesters should they want to.
- Captains of registered teams must be in the Discord server before registrations end. Failure to comply to this rule will result in your team's registration being voided.
- A dedicated channel will be made in the Discord server to report changes in your team’s roster.
- Team captains are also expected to report changes to a player’s Discord ID whenever necessary.
- All player changes will be accepted if it happens within the registration period.
- Players who get restricted/tournament-banned in the middle of the registration period will automatically get screened out.
- No Free Agent Teams will be made after registrations end. However, a channel will still be provided for players seeking to form teams with other players.
Scheduling
Qualifiers- Default lobby times will be provided.
- Default lobbies will always take place two hours apart from each other.
- There will be a total of 48 Default Qualifier lobbies.
- If in case none of the default times work for a team, extra lobbies can be made.
- No extra lobbies will be permitted before the first default Qualifier lobby on March 10, 2023 at 0:00 UTC nor will any be permitted after March 14, 2023 at 23:59 UTC.
- Only 12 Extra lobby slots will be provided.
- Scheduling to a different Qualifier lobby will always be permitted, so long as the reschedule doesn't take place while a team is already in the middle of a Qualifiers match.
Scheduling rules are a lot stricter for the bracket stages, please be guided accordingly.
- Only the Top 16 teams (via Sum of Placements) will advance to the Bracket Stages.
- After each stage, the default times of each match will be sent in the scheduling channel on Monday at 12 UTC (with the exception being Round of 16, where default match times will be sent on Tuesday at 12 UTC). These match times will not be reflected on the main sheet until Friday at 12 UTC, after which no reschedules will be accepted.
- Emergency reschedules/reschedules that take place after the deadline/delays will only be accepted if both team captains agree with it.
- Team captains will be given ample time to discuss with the opposing team's captain if they want to reschedule their match or not.
- Starting from Semifinals, teams in the lower bracket will have to play two matches. Team captains are expected to also reach out to the opposing team captains of their potential match before the Friday deadline.
- All reschedules will be accepted so long as they meet the following criteria:
- A screenshot of both captains agreeing to the reschedule is provided.
- Rescheduled time does not take place before the Friday deadline.
- Rescheduled time does not take place after Monday at 12 UTC.
Match Procedures
Team captains will be pinged in the Discord server 10-15 minutes before the scheduled match time.- Qualifiers
- Teams are encouraged to join the multiplayer lobby on or before the scheduled match time.
- If a team is not present during the scheduled match time, they will be given a 5-minute grace period before they must be asked to reschedule to a different Qualifier lobby.
- A team can only be considered present if at least two of its players joined the lobby.
- The pick order will go from NM > HD > HR > DT.
- Teams will be given two (2) minutes in between picks to finalize their roster heading in to the next map.
- If the timer is exhausted, referees will type in the !mp start command regardless of whether there are unready players or not.
- If a player somehow disconnects from the lobby any time during the map, they will be asked to replay it after the final pick (DT2).
- Bracket Stages:
- If a team is not present during the assigned match time, they will be given a 15-minute grace period. If they still don't show up during the 15 minutes, the automatically forfeit the match.
- As stated earlier, teams can only be considered present if at least two players join the lobby.
- Additional punishments will be given to the offending team during the 15-minute grace period.
- Five (5) minutes: no warmups for the offending team.
- Ten (10) minutes: no protect and bans for the offending team. The non-offending team will win the first protect by default, they also get to ban first regardless of whether they choose to pick first or not. The offending team's lost ban will be given to the referee who will roll for which map to ban.
- Once both teams have joined, they can proceed with warm ups.
- Warm up maps are not allowed to exceed two (2) minutes in length.
- Warm up map must not be a map from the pool.
- Teams can choose to have their warm ups skipped.
- After warm ups, both team captains will roll. The team with the higher roll automatically wins first protect. They will also decide the pick/ban order.
- Pick first and Ban second or Ban first and Pick second.
- The team who wins roll can first choose which map in the pool they protect. They will be given two (2) minutes to decide, if they exhaust the timer, they will lose their protect.
- Protected maps cannot be banned by any team.
- There will only be one (1) protect in all rounds.
- Following protects, the ban phase will take place next.
- Teams have one ban each during the first stage, beginning from the Quarterfinals stage, teams will have two bans each.
- Banning from the same modpool twice is not allowed unless it's NM.
- Ban order will be ABBA. The first bans will take place before the first pick, the second bans will take place after the fourth pick concludes.
- Team captains will be given two minutes each to decide what their team's ban will be. Exhausting the two-minute timer will result in the offending team losing their ban. Lost bans will go to the referee who will roll for which pick to ban.
- Team captains will be given two minutes to decide what the next pick will be. Exhausting the two-minute timer will result in the referee rolling for the next pick.
- Picking from the same modpool twice in consecutive picks is not allowed unless it's NM.
- After a map is picked, teams are given another two minutes to finalize their roster and ready up. It is up to the referees to decide whether to start the map already or warn unready players first should the two-minute timer be exhausted.
- If a player disconnects within either the first thirty (30) seconds, the map is allowed to be replayed.
- If a team is not present during the assigned match time, they will be given a 15-minute grace period. If they still don't show up during the 15 minutes, the automatically forfeit the match.
Technicalities
- In the case of both not being present for the assigned match time:
- 5 minutes: No warm ups.
- 10 minutes: Both teams' protects will be lost and bans will be decided via referee rolling.
- 15 minutes: The lower seeded team loses by default.
- If both team captains roll the same amount, the rolls shall be redone.
- If a player disconnects in the middle of a map (outside of the given criteria) but is still able to provide a score, the team captain must provide the screenshot of the disconnected player's score within thirty (30) seconds after the map is completed. Otherwise only the available players' scores will be counted.
- In the very very rare case of a tied score, the map will be replayed.
Freemod Rules
- Both are required to run mods:
- P1 = HR/HDHR/FL
- P2 = HD/EZ/FL
- EZ and FL have special score multipliers to be added after the map is completed.
- EZ = 1.60x added to score.
- FL = 1.30x added to score.
- EZFL = 1.80x added to score.
