Are combo colors allowed to vary within the difficulties of a mapset (for ranked)? i.e. the gds in my mapset set different combo colors from mine/each other

yes they are allowed to be different

there are 2 restricions on the brightness you can use on (above 50 and bellow 220 while on kiai)
