can i start a modding queue if i have no modding experience

Nobody stops you from making a modding queue. Just mention in your thread that you have less to no modding experience. People will understand it!

not knowing how to mod is par for the course in the modding queue subforum, you'll be fine

You wouldn't be the first person to start a modding queue with no experience, many users (myself included) have started this way.

Just make sure to state the fact in the description/rules of your queue and you should be fine.
