Problem details: See title, I have both enabled and disabled compatibility mode, changed in-game fps cap (through all the options, even vsync) assuming it may fix the issue, to no avail.
Screenshot is the game being tabbed in, with the cap properly reaching and limiting at 30 fps when tabbed out
Seems to be an "editor-mode" only issue, with any window of the "editor type" being frame capped
