Problem details:
This happened after I formatted my PC.
Before Formatting PC: Osu is running at a stable framerate (Primarily 480 fps since I don't change the FPS limiter)
After Formatting PC: Osu runs normally at first, then starts to decline in framerate. After about 2 or 5 minutes, the framerate slowly tanks from 480 down to 100 fps even in the main menu and song select.
I have no idea what happened as all other games and programs seem to run fine and at a stable FPS.
I tried setting the osu program to Realtime Priority but that didn't work. Tried messing with the FPS limiter but that just made the framerate tank faster.
All graphics drivers are up-to-date and my CPU and GPU don't have any issues either.
And it's not just a sudden frame drop, it's a slow crawl. And this happens every time I open osu.
Couple other notes:
The frame rate seems to drop faster whenever I play SV mania maps
Sometimes the framerate starts at 220 instead of 480
sometimes it get hard stuck at 120 fps and goes down to 90 fps in main menu and song select
