Cada vez que toca mover rápido el cursor, este mismo comienza a congelarse al igual que el juego.

Try decreasing your polling rate, you probably don't need to have it set to 8k.

A few weeks ago another person with the same issue also mentioned that disabling Discord and Steam's in-game overlays helped. So if you have either of those enabled, try disabling them.
