Problem details: Beatmap Download Speed 10kbps ? Am I the Only One ?

Have you tried using another connection method, such as mobile phone internet? Your connection to osu! server probably being slow with current ISP.

i think it might be a problem in Malaysia atm. i have the same thing

wait which internet provider do you have ? I have Unifi and it works when i use hotspot but not with the WIFi. Maybe thats an issue ?
