This is my personal skin that I use. I combined elements of these three skins that I felt were the best and have been using it for over a year.

Right click on it and select extract files, I am also on windows. (TBH I didn't really notice there was even a difference between rar and zip, will pay attention to that in the future) But I don't understand the issue, I used winrar which is by default available on all windows systems. If it really doesn't work try installing 7zip which is free and then extract it with that.
