Already exists: run osu! updater (a.k.a. osume.exe) and click on Extras tab.
The list has not been updated for a long time though. It may be updated in the future.

Running osume! is really a professional approach to a skin download manager! I would 100% recommend it to anyone.

It needs an update. I imagine a built-in supporter only feature similar to osu!direct. peppy would need a place to store skins. I don't think linking to mediafire links is very safe. I don't expect peppy to take on another expense for the sake of the community though. He should do so only if he really wants to.

How about using puush as an storage place? I mean if a skin and only if it will be added to the list the creator itself needs to upload it to puush to his/her account. Well, i'm not really sure about it but this way it won't need another storage place. Just a quick note.
