Is there any way to make song compilations without having to make a huge amount of green lines?

Green lines...? You can just opt for concept with more constant SV and use green lines more for adjusting hitsounds instead. I don't see how song compilations are related to the number of green lines used.

Because some Maps have different base SV, the one in the timing tab, so they can't use a different one.

bpm affects base SV. so when you set base SV to a certain number in STD it will stay the same length despite the sliders lasting a different amount of time when bpm changes. Having different bpm songs wouldnt mean anything wrong happens with the base SV.
If you want different size sliders for a song or constant SV through the map then yea you'll need to use green lines, but you don't need to if you keep a similar aesthetic for every song and just have the player speed up or slow down when the music does.

In mania (also taiko?) though, you do need green lines to normalize SV to make sure scroll speed stays consistent.
