What does Playfield background color even do

I'd think it's because the old osu (2007-2009 estimate) has a different playfield background with the exact blue color like that, and the option is to change that into any color you wish. Now that it doesn't present anymore, plus the fact that you can't even save its color, I'd say that the feature is pretty much deprecated.
