I would like to see if they can add a hotkey or something to where i can Change what song i'm listening to even if Osu! isn't my main running Window. I always have osu! running but it gets annoying to switch between games just to change the song i'm listening to

I'd like to add that osu! isn't meant to be a music player (this has been stated multiple times in the past in several threads), so this will definitely not happen.

Global hotkeys exist and can be implemented (see Winamp). But it isn't worth the value for osu!.
