Allow mp4 in BBCode for better animation

Currently only APNG and GIF (aka formats that are animated images natively) are supported by the osu image bot that steals the image and upload to osu's own CDN. But that CDN has a 4MB file size limit. We cannot use MP4 right now since it will return status code 400 from the CDN.

Some of us have to workaround this by either decreasing the framerate, lowering the image quality to oblivion or cropping the video size to smithereens, to fit the 4MB with sweat. The original MP4 file size however is only sitting around 100kb.

This would be so much better if we could directly use the MP4 file as image clips instead for M E E M S.

There is a good reason for limiting uploads to 4mb. This greatly improves site loads and wont demolish the datacap of phone users or people with limited home internet.

There are probably other reasons besides this

No. I mean we could have used the MP4 (which is actually in KILOBYTES) instead of using native image formats with crappy compression rate (which makes them MEGABYTES). The 4MB size cap can still be there for any resources (so the MP4 file also have this limitation effectively)

The way that MP4 works (motion estimation) will always produce a better size than GIF and such alikes (full frames). Other alternatives would be webp I guess.
