Guys, I want to edit Osu! Stable with my own style.

For this, I'm thinking about to use Tool Program for changing Osu Stable function, Style, Note color, HP Drain, Speed rate, etc.
Are there have methods for editing Osu Stable?

I have no knowledge about C language, program making. So, it would be so greatful for letting me know about the detail of program editing and I will try to learn to edit by myself.

You can change note color via skinning, hp drain by editing the map's HP.

osu stable is closed source so you cant edit it

Alternatively, build off the existing lazer implementation.

But Osu Stable is closed source, it must be too difficult to make as it is, right?
And, How can view the Osu Stable source code?

You're correct. What you're trying to do would take a long time for even the most experienced developers.

The source code for stable was never released by peppy, so the best you can do right now is build on lazer.
