Timing sections directly on top of notes are considered mistakes because the timing of when you hit the note will decide the hitsound type and volume. If the inherited timing section is placed on a note and you hit the note early, you will get the hitsound of the previous timing section not the one that was placed on top of the note making the song play differently than the creator would have wanted it. To fix this problem, most ppl make sure the inherited timing section starts before the note so the correct type and volume of the hitsound is given.
If you want the hitsounds to play differently depending on when you hit it, I guess you can keep it, but I advise against it.

That's an opinion to me.
Most of my difficulties has been ranked with those section on top of notes. And making player to hit the right timing to have the right hitsound isn't bad to me as well.
So, still not changing those sections.

* 00:39:921 KIAI timing section - as a rule, kiai time should start on the hit you intend the fountain to be on, so maybe 00:39:060 or 00:39:552 is better
* Place a Preview Point. How to? Go to 00:39:429, click on "Timing" in the toolbar and choose "Set Current Position as
Preview". Do this on every difficulty. This makes the song start from the chorus when you select it on the song selection
screen
Kiai start at(3) in the [Normal] and (4) in [Hard], so I can't put the earlier start

* 00:06:601 (7) - why not use a slider with 2 repeats to match music?
* 00:12:995 (11) - new combo here, large number looked wierd
* 00:14:962 (12,13) - put them overlaping with the end of (11), how to? cancel "grid snap" and hold "Alt" to move it

The offset of this is different from the others. Even the notes sound about 19 - 20ms late.

What you could do is...

Change the first offset to 208 on every difficulty so all the offsets are the same while resnapping each.
Afterwards recheck all difficulties to make sure no sliders have been shortened.
Then on Inosane, decrease the offset of EACH timing section by 20ms.
So... 1st offset would be 208ms
2nd offset should be 699ms
3rd offset = 822ms
etc.

I'd remove the 8 from 00:47:912 (1,2,3,4,5,6,7,8,9,10) in Normal, myself, seeing how every other circle in the combo follows the lyrics, but I can't bring myself to pop a bubble over what is more or less a suggestion than a fix.

Ranked. Even though it's useless to you now, I'll also give you a Gold Star for the interesting patterns in the harder difficulties.
