This could be the wrong section, and it may also be possible, however

Would it, or is it, possible to the OSU! cursor in windows. So getting the osu cursor as a .cur file or .ani

No, you need to grab it from the template, merge it as 1 image, and convert it as a cursor file.
Also, this is not the right section for asking since this is for feature requests for osu!.

(Sorry) Osu noob here, unsure on how to do this? Is there a pre done one anywhere or can you explain in a bit more depth?

Take a look at this, someone has already created osu!-style Windows cursors (old cursor though): t/86671
