What does it mean when a request is tagged as assigned?

It means work has started on the request but it is incomplete and not yet implemented.
it means bugger all since it's never really used
I've seen it a couple of times though. I think only like 1 or 2 people use it 
it's not supposed to be used since we don't really "assign" tasks in the dev team - we just sort of do stuff. some developers (including myself) used to assign features to designate that we were working on them, but that isn't done anymore as it was confusing. you can basically disregard them.
