The problem was that you bubbled the map, another BAT did a 2nd bubble, and then you went back and ranked it. Unless I'm mistaken, the first bubbler isn't allowed to rank the map (or maybe just new BATs), but the 2nd/3rd/whomever BAT that bubbles the topic can rank it.
