Is it possible to delete flashing from the skin? [MANIA]

I'd really like to delete the long note flashing in Gyoo skin(https://skins.osuck.net/index.php?newsid=1240), but i cant really understand what file i need to delete.

Add a 1x1 image into the skin folder and name it as "lightingL".
Save and reload.
