Read the FAQ and make your beatmap with few errors. After submitting, go to the #mod channel in irc and ask for help. There are usually at least a couple people willing to check it out for you, and give you tips on how to make it better. Once your map has more priority (at least +8 Stars), you can try to get the Beatmap Approval Team to look at it.
