Free software that I can use to create a skin?

2) Fun. It should be fun to play Osu using your skin. Anything too distracting, obnoxious, or ugly might ruin the experience, even if it does fit the theme, so make sure the priority is on making it enjoyable to play with.
3) Clean and polished. I'm a stickler for this. Make sure your sprites have smooth edges, so they don't look like crap when Osu resizes them. I suggest using an outer glow or drop shadow when appropriate. Also, delete any remnants of the template skin. They waste space and make your skin look unfinished when I browse the folder.]
I cant use MS paint to create a skin, are there any alternative FREE softwares I can use that will be effective?

Im really just looking for something that can create transparent PNG files, so I can change the combo bursts on my combo skins to custom ones without having a white background to it as well.

Paint.NET will do the trick for you. It's free, quite easy to use and it handles transparency.
If you want something more advanced, take a look at GIMP but, as Photoshop, it's not really user-friendly.

I prefer Gimp, it is far simpler than people make it sound.
I honestly don't know where they get this idea it isn't user friendly. As for Photoshop, it depends which version, I use CS5 and its actually pretty complex, but nothing is impossible with a tiny (and I mean TINY) amount of reading the MANUAL!

Using Gimp 2.6, I edited this image to osu-ready in about 20 seconds.

The newest Gimp looks almost identical to the newest Photoshop and does MANY of the same things. The only thing is that Gimp can get a bit confusing if you are used to Photoshop's GUI, and it doesn't have all of the same features. (features are not located under the same menu's for Gimp as in Photoshop)

Use GIMP. Look up tutorials. It's not that hard.

I use Photoshop CS5, probably going to make the move to PS CC soon. There is such a wealth of information on the internet that I'm not sure why everybody says it's "hard to learn" or it's "not user-friendly."

Is it that difficult to Google?

GIMP and Paint.NET are good options. Look for some tutorials, like what Xiao said earlier

Photoshop, in the other hand, is also good. It's not that hard to learn. (I'm) Currently using PS CS6 Ext. (I have PS CS5 too, also planning to push from CS6 to CC) and believe Xiao, Google is your best friend forever.
