They are both essentially the same, the only difference is on the CTH model is that it features "touch" mode for the tablet surface, and there's an eraser on the top of the pen, whereas the CTL model does not have it.
If you're just going to use it for osu!, i would say just get the CTL since you wouldn't need those features, if you draw, you could consider it.
