[resolved] FPS Capped at 30

I recently bought a new laptop and tried playing osu! on it, but for whatever reason, my FPS seems to be capped at 30, I immediately thought that I had some kind of Vsync on, so I tried changing the frame limiter to Unlimited, no results. Next, I tried using NVIDIA Control Panel and turning off Vsync both on Global Settings and osu!.exe Program Settings, no results. I also found out that there's a setting called "Low Latency Mode" on NVIDIA Control Panel, and I set that setting to Ultra, no results. I was so frustrated at the time (until now) so I thought it was because of my laptop's specs, so I tried asking my friend who also plays osu! on a laptop seemingly worse than mine about his experience, and it turns out his laptop can run the game 10x better than my laptop can, these are my current specs and osu! settings:

GPU : RTX 3050
CPU : Ryzen 7 4800H
RAM : 8GB
Monitor Refresh Rate : 144Hz

Frame Limiter : Unlimited (I have tried every frame limiter settings)
Fullscreen : ON
Detail Settings from Snaking sliders to Softening filter are all turned off
Resolution : 1920 x 1080
Background Dim : 100%

I still think that there's something capping my FPS on osu!, but I have no idea what it is, my laptop is an ASUS laptop and I don't know if there are ASUS softwares causing the frame limit, maybe someone with more knowledge about the brand is going to be able to help me?

Are you testing with the laptop plugged in? There may be some limits in a laptop running in battery power.

Have you checked Windows's battery management settings? You may check this guide for reference.

Yes, I tested with the laptop plugged in, and no, I haven't checked Windows's battery management settings and I checked out the link that you gave me, I enabled the ultimate performance power plan and tried copy pasting the power scheme GUID into my command prompt, didn't work

Edit : I tried changing the osu! configuration just now, these are my old and new settings :
FrameSync = Unlimited -> Custom
CustomFrameLimit = 240 -> 1000
It is no longer capped 30 but is now capped at around 240 FPS, I still have around 5 ms of input lag, is there any other fix so I can reach a lower input lag?

The little green thing with ms isn't "input lag" it is framtime. I'd recommend not switching to unlimited and by going with "Optimal" as... it is the most optimal. I also wouldn't set a custom frame limit. If you aren't reaching above 240 you aren't going to reach 1k, itll just put unnecessary strain on your laptop to attain that, which can cause unneeded lag/skips.

Open Task Manager, under Performance tab, can you see 2 different GPU sections, one of which is NVIDIA? If so, Nvidia Optimus throttled your integrated GPU, resulting in such poor game performance.

Please search for a method of turning this off for your own laptop model, and if Optimus can't be disabled, plugging in another monitor is also a viable option.

This helped me a lot, thanks! So apparently there's a setting called iGpu mode on Armoury Crate (Basically ASUS Laptops Control Panel) and I turned it off, now I'm only using my discrete GPU to run osu! and is running on ±800 FPS, big difference.

Does anyone know how to optimize it on a Lenovo Legion since I can't seem to find out how to do it, I am capped at 240 fps even though I know it can go much higher.
GPU: RTX 4070
CPU: Intel 14900HX
Ram: 32
Refresh Rate: 240hz
