i have a break that starts on 1:39:409, but I want it to start on 1:41:409

its an easy diff so i cant really put anything thing in those to seconds to make the break stop later

In the editor timeline at the top, hover the break start until your cursor until it has the <--> shape, then hold and drag it to where you want it to start.
