Make disabling "scale scroll speed with bpm" disable scaling scroll speed with bpm

When I started osu!mania I expected disabling "scale scroll speed with bpm" to make bpm changes easier to read by having note density change instead of scroll speed. This is not the case.

I mean it already worked as intended? Disabling it will make the scroll speed consistent between maps regardless of maps' dominant BPM.
