Just got this song and played it, and now for a little assessment.
Quick post:
Major issues
1) Make use of the timing tab in the osu! editor. BPM is 137.00 and offset is 964
2) Resnap all your notes
Minor issues
3) Utilize the distance snap feature (or at least try to be consistent with your beat spacing)
4) Make combos shorter and probably tied to phrases of lyrics or bars
5) Utilize sliders and whistle/finish sounds a bit more

Firstly, you need to set up the timing to your beatmap! I'm not perfect, but I'm pretty sure that under timing, you should set the BPM to 137.00 and the offset to 964. The BPM you gave of 60 is totally not on, and your offset is 0, suggesting that you didn't give any thought to this. I for one am not to pleased with this approach taken by beatmappers, even if it's their first beatmap. Please spend a good few minutes as I have and find the correct BPM/Offset in future!!! It is not a hassle and took me around 2 minutes, and will definitely save you time when getting the right timing for beats.
Secondly, some of the beats were a little off the beat. You may dispute this, but if you change the BPM and offset to 137.00/964 respectively, you will notice a lot of beats are just a little bit off.
Those are probably the biggest issues with this beatmap, and until you make these changes, people probably won't like/play/rank your beatmaps.
There are also issues with beat spacing. For instance, at 00:14:10, there are 3 half beats. The third is a bit of a jump compared to the first 2, but about the same distance you've given for whole beats. You can use the distance snapping feature to guide you if you're unfamiliar with beat spacing.
Also, I found the placement of beats (combos) a little random. Try making patterns, especially using sliders, which brings me to another point. You don't seem to utilize sliders much (I think there was 1 in the entire song, and even that felt out of place). Sliders are a good way to add some variety to a song and can help structure patterns in combos. They are a pretty common aspect of Ouendan/EBA so I think you should use them a bit more.
Also, finish and whistle sounds don't seem to be used at all. Without these, playing the beatmap can sound a little monotonous, so again, add a few in for some variety. Although you can go overboard with these sounds, they can be very appropriate if added at the right times (like at the end of a vocal phrase/combo). Also the combos were numbered a little large and didn't really end at an appropriate time. I think you should limit (generally) combos to ~20, and tie them in with phrases of lyrics or bars.
Most important are the issues with BPM and the offset. I hope my evaluation helps you make better beatmaps (and hopefully you'll find them more enjoyable). This song is not too bad, so hopefully you can improve on this beatmap until is rankable. Good first attempt, and please take on board my feedback.
