[Proposal - Taiko] Allow Portrait-sized backgrounds

proposing a change to general rc/video and background/rule 2: "The following are requirements for background images: [...]"

currently, the maximum allowed is 2560x1440, which has an aspect ratio of 16:9

when finishing a taiko map, you get a black bar above the landscape-sized background. that bar can be wider depending on how much the bg was moved, with modifying the last number in the background event in the .osu file



what if we allow 9:16 images? a 1440x2560 image?
when using a portrait-sized background and carefully moving it doesn't cause that



with the current ranking criteria, the limitation for a 9:16 image is 810x1440, which is... suboptimal
what do y'all think?

have you actually seen anyone get forced to change a background because of that? the only point of the resolution limit is to keep filesize reasonable, interpreting the order of the numbers that strictly just sounds stupid to me

then again, I don't really see why this is an issue. can you not move the background up instead of down with the value in the storyboard event? for example, if a positive value lowers the bg, it would make sense to me if a negative value raised it. or does it not work like that here?

yes, I can, but sometimes a character gets covered up too much by the playfield when trying to perfectly align a 16:9 background. what is typically used, -135?
