I did read the ranking criteria but may possibly missed something

Yes you missed something.

Drain time this short requires the lowest difficulty to be a Normal, not Hard. Hard is for the drain time of more than 3:30.

This thread isn't a good place to ask whether your map is unrankable or not, Modding Queues subforum exists. Just remember to read the rules before posting tho.
