Problem details: Sometimes when I download some skins (like BTMC skins or Mrekk) they install fine, and when I star osu! with them they are still fine, but after when I pick a map and reach the loading screen, it just stays at the loading screen for 10 minutes until osu! crashes, rip. help

Video or screenshot showing the problem: can't screenshot a crashed game now can't I?

osu! version: Stable 20210520.2 (latest)

The skins are probably overflowing your memory.
Those skins have large animation files that can cause issues on lower spec machines, or people who have Compatibility Mode enabled.

Disable Compatibility Mode, or use a different skin, or delete the animation files from the skin.

even Mrekk rushia1 skin? it's just 36 mb, and I can run rushia2 which is 200mb just fine

It's not about the size of the skin, it's about the size of 1 or 2 specific animations in the skin. Primarily play-skip and the healthbar.

so I just have to delete one of them or replace them with another skin file?

Deleting them should fix the issue. You can also replace them if you want.

The default skin is the most simplest you can get with skins, so if it loads — then it is more than likely what Dntm8kmeeatu and Death said:

The only real way to fix this if you already tried to disable Compatibility Mode is to delete the frame animations of the "play-skip", "scorebar-colour", and "scorebar-bg" files (both @2x and regular) or switch to a skin with less animated elements.

Guess your best bet is to just not use those specific skins then.
