Probably because you didn't add timing points. Timing points are req after setting tempo for changing temp parts
To add a timing point, go to timing, press the timing setup panel and go to the timing points thing (all and inherited point adds inherited usually) and add it change the tempo at the part it changes. or in the compose section, press the white timing and press add timing point.
