When I start Osu I get the normal popup screen, but then Osu is restarting permanently. I've restarted my PC a few times and reinstalled Osu, but nothing helped.

What do you mean by restarting? Is it restarting to "complete the update"?

I would try to make a backup of everything in the root of the osu folder and then move them away except for osume.exe and then run the updater (osume.exe) to download the files missing. this has solved some problems with osu! on my behalf in the past.
