I am fairly new to making maps, and I dont understand how you make a custom background. Or what scale it should be. I tried asking google but it told me to make a skin.

So whats the resolution, and how do I make one in the first place?

16:9 backgrounds (or similar aspect ratios) work pretty well

you can also find them in several image websites like pixiv, deviantart etc

recommended is 1920x1080, tho if your bg is of reasonable quality when imported to the map it pretty much works as well. Just make sure to know the resolution limit rankable which is 2K tho.
