By means other than adding a storyboard, because it can be pretty annoying at times. Expected behavior is that it should dissapear when there's storyboarding present on the map, but I've yet to find any information about precisely what and how much actually toggles this, and it also sometimes disappears for no reason in particular (changed the background and now it's gone).
Easiest way for everyone would be to simply have it user definable under Storyboarding > Misc. Toggles, such as a checkbox for "Display Taiko-slider" which is ticked by default.
