Yes, but it's a supporter-only feature. menu-background will be the name you're looking for.
Also remember to set the Seasonal Background to Never beforehand.

As mentioned above, it's a supporter feature.
To change the background, just drag the image that you wanted to be the background into the osu! window
Make sure the Seasonal Background is set to [Never].
