Can't say I would know them personally, but it isn't uncommon to see people who have converted from other games, as mentioned above. Especially around the 4 digit area, you'll see a lot of people who have only a few days of playtime; usually because they were previously on Etterna or Stepmania.
i dont know them though they're probably robeats mains who hop on mania very infrequently. my graph looked like this when i started mania too, bad for a few days than popping off when i get used to the 2d scroll

It's pretty common to see transfers from other VSRG games such as beatmania etterna djmax o2jam etc, of course the higher the jump is , the more suspicious it may look. But huge pp jumps to around 3k-6k are pretty normal , for me, I jumped from 6 digit to around 20,000 rank very fast just because i played RoBeats early on. Other than that its pretty easy to to improve in the beginning stages of learning
